Red Hot Ruins Location
You can find the Red Hot Ruins in the Mount Hothead biome northwest of the abandoned island.
To reach there, you can use the ziplines you unlock by completing one of Pochaco's quests.
Alternatively, you can use the Flippers from Keroppi and swim to the marked location.

The Red Hot Ruins entrance is located near Retsuko's location. So, you can use it as a reference to get there.
How To Enter The Red Hot Ruins
To enter the Red Hot Ruins, you must first acquire three Red Power Crystals with the help of the Power Crystal Sensor.
Once that is done, you must complete the 'Enraging Ruins' story quest to use the Red Power Crystals to open the Red Hot Ruins door.
You can unlock the Enraging Ruins quest by reaching Friendship Level 7 with Retsuko.
