Here is the best tier list for Reverse: 1999 based on our experience with the game's CN version and other factors like community ratings, rarity, abilities, synergies, and such things.
We have also put some characters in the Unranked section whom we haven't tried. We will rank them and update the tier list when they are available in the global version of the game.
