The weapon's skill is called Aeon Wave, which increases the HP stat by 16%, and when the current HP increases or decreases, the Charged Attack DMG gets increased by 14% for 4s.
You can stack this effect for a maximum of three times, where each is triggered every 0.3 seconds.
