As mentioned earlier, the early leaks suggested Dr. Ratiobe a four-star playable character. But currently have more viable ones that say he is a five-star playable character.
That being said, Dr. Ratio belongs to The Hunt path with his Element, aka Type, being Imaginary, similar to that of Aventurine, another leaked character coming to Honkai Star Rail.

When writing this guide, there is no leaked or official information on Dr. Ratio's release date in Honkai Star Rail.
As per the current leaks, we would get leaked characters like HuoHuo, Aregenti, and Hanya with the version 1.5 update.

Talent
Randomly gain one of the five additional effects when using basic attacks or skills.
The effect could be ATK buff, CRIT Rate buff, CRIT DMG Buff, or Speed Buff for three turns. Each type of effect can stack up to three times.
Technique
Create a special area that taunts nearby enemies. When in combat with enemies within the special area, reduce the speed of each enemy for two turns.
