Based on the leaked character kit for Dr. Ratio, he seems like a tremendous single-target DPS unit with skills that can debuff enemies and reduce their SPD for multiple turns.

As mentioned earlier, the early leaks suggested Dr. Ratiobe a four-star playable character. But currently have more viable ones that say he is a five-star playable character.
That being said, Dr. Ratio belongs to The Hunt path with his Element, aka Type, being Imaginary, similar to that of Aventurine, another leaked character coming to Honkai Star Rail.

When writing this guide, there is no leaked or official information on Dr. Ratio's release date in Honkai Star Rail.
As per the current leaks, we would get leaked characters like HuoHuo, Aregenti, and Hanya with the version 1.5 update.

For players who don't know, in the version 1.4 update, we are getting Topaz, Jingliu, and Guinaifen as the new playable characters.So, going by that, we can expect Dr. Ratio to be released in Honkai Star Rail 1.6 or later update.

Basic ATK
Currently, we have no details on Dr. Ratio's Basic ATK.
Skill
Deals Imaginary DMG to an enemy, and if it has any negative effects, the skill gets buffed.
Ultimate
Deals Imaginary DMG to a single enemy and additional DMG for every negative effect applied.
Talent
Randomly gain one of the five additional effects when using basic attacks or skills.
The effect could be ATK buff, CRIT Rate buff, CRIT DMG Buff, or Speed Buff for three turns. Each type of effect can stack up to three times.
Technique
Create a special area that taunts nearby enemies. When in combat with enemies within the special area, reduce the speed of each enemy for two turns.
