In Honkai Star Rail, as per leaks, you can get Yukong for free during the version 1.2 update. She will be available to claim for free as a part of an event that you can unlock after clearing the Trailblazer Mission, "Xianzhou Luofo- A Dragon Gallant, Its Ocean Distant."
Once you do that, you will unlock new memories in "The Voyage of Navis Astriger" Forgotten Hall.
Afterward, you can clear the "Forgotten Hall: Memories of Xianzhou Stage 1." Once that is done, you can claim Yukong for free.
