[Update July 26, 2023] According to new leaks, Dan Heng IL will release in the first half of the version 1.3 update, with Fu Xuan coming in the second half.

The recent leaks show Honkai Star Rail 1.3 major update will feature Fu Xuan and Dan Heng IL (Imbibitor Lunae) banners.

As per the Honkai Star Rail Reddit leaks, Fu Xuan's banner will release in the first half of the Honkai Star Rail 1.3 update.

Meanwhile, Dan Heng's Imbibitor Lunae limited-time character Warp banner will release in the second half of the version 1.3 update.
On the same note, the leak also points out that the Dan Heng IL banner will coincide with the CN National Day / Moon Festival (Mid-Autumn Festival).
For players who don't know, Chinese Nation Day is celebrated on October 1, 2023. So, if the leaks are correct, Dan Heng's IL banner will go live on October 1.
Tracking 21 days before the said date, we get Fu Xuan's banner and the version 1.3 update release date as September 10, 2023.
For now, take the release date for these two banners with a massive grain of salt. As for the banner goes, the leaks are promising, and we wouldn't be surprised if Fu Xuan and Dan Heng IL were releasing during the version 1.3 update.
