In Genshin Impact, you can get the Honey Char Siu recipe from Chef Mao at the Wanmin Restaurant in Liyue Harbor.
Firstly, teleport to the Liyue Harbor waypoint and make your way to Wanmin Restaurant.
Make sure you don't have any quests associated with Xiangling or the Wanmin Restaurant in general, else as soon as you arrive there, you will get a cutscene and will be forced to progress the quest.
That being said, once you are there, talk to Chef Mao and select the option "Can I get food to-go?" to open the Shop menu and navigate through until you find the Honey Char Siu recipe.
