It's just been confirmed that Builder Hall 10 will arrive alongside the release of the Builder Base rework in Clash of Clans.
Supercell has been making massive moves since they announced they'll be reworking the Builder Base in Clash of Clans.
Over the past few months, we've been getting teasers about Builder Base 2.0 and they detail several interesting changes. It includes the removal of Versus battles, adding a second Builder Base builder, giving troops active abilities, and bringing strategy back to the game mode.
Now, the previews have piqued our interest, but a new piece of info really puts the cherry on it all. It's been revealed that Builder Hall 10 will be included in the Builder Base rework.
When we release the updated Builder Base, BH10 will be included.

Responding to a comment about the recent Trader's Raid Medal Shop changes, Community Manager Darian confirmed that Level 10 for the Builder Hall is slated to arrive at the same time the Builder Base rework is released.
It's been a long time coming for many players as the last upgrade available for the Builder Hall, level 9, was released nearly four years ago in the June 2019 update. It's one of the reasons why the community has described the Builder Base as a neglected game mode. This is on top of the zero changes made to the underwhelming rewards and unexciting gameplay after previous outcries.
We can expect Builder Hall 10 to bring new levels to buildings, troops, and walls. The Builder Base rework will most likely be released in late 2023.
