Twilight Arbiter is a new event wish from the version 3.1 update: King Deshret and the Three Magi. During this event wish, the five-star Electro-element character, "Judicator of Secrets" Cyno, and three other four-star characters will be getting a huge drop-rate boost.

Twilight Arbiter Event Wish - Duration
Twilight Arbiter is a limited-time event wish that will be available in Genshin Impact from the launch of the version 3.1 update (September 28)until October 14 at 6 pm local time. All players will be eligible to participate in this event wish.
This event wish will run concurrently with the Ballad in Goblets event wish.
Twilight Arbiter Event Wish - Rewards
During the Twilight Arbiter event wish, the five-star Electro-element character, "Judicator of Secrets" Cyno, will be receiving a big drop-rate boost. We previously saw HoYoverse tease his in-game appearance through a character demo recently, so it's great for us to get a chance to collect him. Besides Cyno, three other four-star characters will receive a drop-rate boost.
These are all the characters that will receive a huge boost in their drop rates:
- Five-star Electro-element "Judicator of Secrets" Cyno
- Four-star Hydro-element "Golden Vow" Candace
- Four-star Electro-element "Mender of Tribulations" Kuku Shinobu
- Four-star Anemo-element "Mujina Ninja" Sayu
After the Twilight Arbiter event wish ends, "Golden Vow" Candace will be available in the standard wish "Wanderlust Invocation" in the next version update.
Twilight Arbiter Event Wish - Test Run
A test run trial event will be run alongside the Twilight Arbiter event wish. You can only participate in this test run using the pre-selected character line-up. Use these characters to test them out and enter specific stages. If you complete all the available challenges, you will earn rewards.
